The library is the headline. Monro is run by Galaktika N.V., registered at Scharlooweg 39, Willemstad (company no. 140803), with payments handled by its Cypriot subsidiary Unionstar Limited in Limassol. The Curaçao Gaming Authority licence, OGL/2024/169/0146, was issued on 28 October 2024 and is marked verified on casino.guru. Some older review sites still quote a Curaçao sublicence numbered 8048/JAZ; the OGL number is the one in force.
The same licence covers Drip, Lex, 1GO and Fugu. That works in Monro's favour: its terms, VIP structure and cashier rules are a known quantity, and the T&C are unusually explicit, down to a clause listing every restricted country.
Two gaps are worth naming. No independent RNG auditor is identified, even though every game comes from a licensed studio. And the complaints logged on casino.guru centre on verification, with some cases running to 31 days. Searches for “monro casino legit” get a clear yes on identity, with a caveat on paperwork.
Clause 4.4: the countries Monro shuts out
Monro publishes its restricted list in clause 4.4 of its terms. The notable entries include Sweden, Spain, the Netherlands, the UK, the US, France with all its overseas territories, Cyprus, Malta, Slovakia, Belarus, Armenia, Georgia, China, the Philippines and the UAE.
The African part of the list matters for English-speaking players too.
